A force will arise due to interaction between two objects.If there is no interaction between two objects , no force can show it's effect.

Eg:

Weightlifter uses muscular force to lift the weights.

Force is a push or pull. Force comes into action when one body interact with another body it either can be physically, magnetically or Gravitaionally .so force required a interaction between other object to comes into play.
