Resting potential is the potential of the cell when there is no activity in the cell. When the cell is in exclusion or at rest. At this time no spikes are generated in the cell. It is around -70mv.
This gif shows the transmission of a spike.
Also, note that the cell is non isopotential. That is at some instant of time if there is a spike in one part of the cell there will not be same spike at some other part of the axon.
