1) The first world war ended in 1918. The Indians were expecting to be granted swaraj.
2)Instead, The government appointed the Rowlatt commission and passed the Rowlatt act on 6 February 1919.
3)This act empowered the government to imprison anyone without a trial and to search any place without a warrant.
