Answer:Its is the effect that is shown by inner electrons i.e. the electrons the innermost shell. They simply want to take all the nuclear charge do not let the outermost shell electrons take it.

Explanation:therefore most of the shielding effect is shown by the inner shell electrons and thereby strongly bounded to the nucleus and therefore it is easier to remove the outermost shell electrons than the inner electrons
