Answer: scum is a precipitate ( insoluble in water) formed when soaps react with hard water.
Explanation: soaps are the salts of potassium and sodium ; actually when soaps are tried to dissolve with hard water it only leads to wastage of soaps because it leads to scum formation. hard water contains magnesium salts which reactive and also react with sodium and potassium salts (soaps); it leads to formation of scum.

When a soap is used in hard water, a solid substance forms that we call scum. This is because charged calcium and magnesium particles (called ions ) present in the water react with soap to form an insoluble substance.Scum builds up on clothes, baths and sinks. Detergents do not form scum.
