What is shifting cultivation?why is it called a waste form of agriculture

In shifting agriculture forest are burnt and cleared, and farming is carried out there. The farming takes for two or three years. When soil fertility is reduced, that area is abandoned and the same method is applied to start farming at other place. The production is less in this type of agriculture so, that's why it is a waste form of agricultural.
