What is so specisl about the leaves that they can synthesise food but other parts of plant cannot? give answer?

the main reason is chloroplasts containing chlorophyll molecules are present in leaves..............but why r they only present in leaves and not other parts.....? the reason is that the surface area required to adopt light , CO2 and water is comparatively much greater in leaves.......
