Social harmony is an ideal to be aimed at by good governance and pragmatic effective rules of behaviour in all walks of social life.

It is an ideal because, as the judiciary and necessity for police and various forms of regulation show, there will always those few who don’t ‘play by the rules’.

A society is based on trust, and that is based on hope; the hope that we can trust others in our society to treat us as we would trust them, ethically and morally, and according to the rule of law.

The majority of people do adhere to the rules and consequently society functions as it ought (most of the time), but when social dislocation, acts of criminality occur, even if only in some small part, relative the total society, the fabric of ‘social harmony’ is damaged. If excessive degrees of criminality occur, cynicism arises in the general populace, and new novel ways of trying to achieve harmony may be sought.

It’s an ongoing process as social change, inequality, corruption and so forth are ever with us.
