Social unrest has many causes. Exreme inequality of income is historically been a big cause which led to the French Revolution. After tax income in the range 1:20 will work fine. Proper taxation should do achieve 1:20 for wealth too. In addition, the government should make sure the commonwealth is good enough to equalize opportunities in education, healthcare, infrastructure (parks, recreation, toll-free roads etc) so that every one has a fair shot at upward mobility. Norway and Sweden are good models of this (GINI of 0.25)Religious dogma is another cause. Historically Europe went through this after Christianity with murderous inquisitions and religious wars and in the 7th century Islam joined in. Islam is still at it wherever it is strong (in numbers). Islam is still very anti-civilization. There is strife in all muslim countries and great backwardness.Social unrest makes living very unhappy and civilization impossible. The purpose of life is to live happily. Religious wars are the worst form of war for belief, intolerance and robbery.
