Actually, In General The speed of light is 3 × 10⁸ m/s in vacuum.

In scientific calculation the speed of light is 299,792,458 m/s.

This is due to vacuum in the universe, provides uniform velocity to light.

U might have been remember that when the velocity of light decreases due to high density. Therefore there may be in decreases in velocity for times, and again it travels in actual value, this is because radiation of light takes time to penetrate the object in universe.
