Starvation leads to absence of food and when there is a very much less possibility of being lived for species of any population or in any ecosystem likely in reindeer population of a normal forest. Starvation heredity means that the animals who are suffered from starvation and increase their population when go to another place to increase food abundance so at their also at last food starvation occurs so it be spread again and again.
Evolution means the habitual increase of an animal with time and was only elevate or evolved from living matter.

Heredity and Evolution. 149. 9.3.2 Acquired and Inherited Traits. We discussed the idea that the germ cells of sexually reproducing populations are made in specialised reproductive tissue. If the weight of the beetle is reduced because of starvation, that will not change the DNA of the germ cells.
