Newton's law of cooling is valid for heat transfer via conduction only and does not hold good for heat transfer via convection or radiation. On the other hand, Stefan- Boltzmann law states that: “The heat 'radiated' by a body, per unit area, per unit time is directly proportional to the fourth power of temperature.”

This is Newton's Law of cooling i.e. the rate of loss of heat of a body is directly proportional to its excess temperature over the surroundings provided the excess is small. Thus Newton's Law of Cooling is derived (or deduced) from Stefan's Law.
