A streamlined body is such that it has minimal contact with the fluid it is moving through and thus it loses less energy in form of heat due to friction.

think of yourself in water. it is extremely hard to clap your hands in water as they have large surface area and the water slows your hands down. now imagine your self moving your hands in water so that the tip of fingers are first to feel through the water (just rotate your hands so that the thumb is pointing north) this time, you will find it easier to move your hand in water. this is because your hand now has to displace water than when you were clapping to move through the water. you can now say that your hand is streamlined
