Sulh-i kul was a policy started by  the Mughal emperor Akbar. He met with learned brahmins in the ibadat-khana and dicussed with them. Then he learnt that the brahmins emphasised dogma and were often bigots. 

Sulh-i kul literally means universal peace. It tried to stop discrimination in the religions.

sulh-i-kul means universal peace or peace with all.To implement this ,Alkbar abolished the iziya,a tax leried on non muslims.a pilgrim tax for bathing at holy places like varanasi was also abolished.He odered that no forcible conversation to Islam of the prisoners of war wil be permitted.
