The tension which is exerted in the surface is called Surface Tension and the resistance due to the layer of liquid is called Viscosity.

Due to the mutual attraction of the molecules on the surface of water , the surface is stretched like a membrane. This force responsible for this is called surface tension.

Viscosity is a measure of a fluid's resistance to flow.
