The tapering at the end reduces the area and thereby increases the speed of the water accumulated during raining as explained by continuity equation (Av=constant). The increased speed allows the more efficient cleaning of the leaves in monsoon and better overall growth of the plant compared to a leave which does not have the tapper at end.
