What is the action of litmus on dry ammonia gas and solution of ammonia gas in water?

NH3 is basic in nature,but litmus paper needs ions to change its color. As it is seen that NH3 doesn’t have any ion,so it is unable to change the color of litmus. On the other hand when NH3 reacts with water,NH4OH(ammonium hydroxide) is formed which is a base and it contains NH4+ ion and OH- ion. Since basic ion is present,hence it changes the red litmus paper blue.
