When passed through the water, ammonia is converted to ammonium hydroxide. It dissociates to give hydroxyl ions and the solution is basic in nature. Red litmus acquires a blue colour.

NH_4OH(aq) ----> {NH_4}^{+}(aq) + {OH}^{-}(aq)

As a result, ammonium hydroxide turns red litmus paper into blue.
