"India is the world's first country to incorporate a welfare state into the Constitution. The social welfare programs are designed to provide all Indian citizens with full-time employment with proper healthcare, education, and development policies. India's society is plagued by major economic, social, educational, and cultural inequalities.

However, development opportunities need to reach women, children, the otherwise able, the planned castes and tribes, and other minorities. That was the government's biggest challenge in the post-independence period.

Different programs for nutrition and child development, social security, and social protection, welfare for women and development are implemented under this Ministry."
