Well it depends on what kind of media it is. If it is a glass slab the incident ray passes through the glass slab perpendicularly without any deviation.

In a glass prism, the surfaces are inclined to each other at an angle. So even if light ray is incident normally there will be deviation of the light ray by some angle.
