It cannot be Bicyclo as both the rings are not attached side by side.

Here (c) is the answer, because in IUPAC nomenclature Bromine is given more priority over chlorine and hence bromine must be present in the principal functional group. That mean the name must end with -bromocyclobutane.

Thus, the IUPAC name is 4-(4' chlorocyclobutyl)-1-bromocyclobutane.
