Area of rectangle =l×b
but when we half the base and length..
it becomes 1/2×l and 1/2×b
area of the newly formed rectangle will be
1/2×l×1/2×b=1/4lb

so the area = 1/4×lb (or) lb/4

area of rectangle is l×b
so let the length be l & Breadth be b
so the area=l×b
..... length=l/2 breadth=b/2
area=lb/4
so the area decreases 1/4 times
