1) The arrangement of molecules in ice is quite different than water,the molecules are closely packed as they are solids and hence thay have high intermolecular forces between them and low intermolecular spaces

2) Due to low intermolecular spaces particles have very less place to move almost zero so they can only vibrate about their mean position and cannot flow unlike liquids.

3)The molecules also have constant volume and indefinite shape
