As the body is moving in horizontal circle so after completing one rotation it will come to it's initial position , thus its displacement is 0.

In uniform circular motion, average velocity = distance covered by the body ÷ time taken

Therefore, average velocity in this case is 2πr ÷ time taken to cover it .
