Basic nature of Federal System:
1.There are more than two levels of government.
2.Generally,State government is not subordinate to Central Government.
3.Central Government cannot pass orders to the State government.
4.State government is not answerable to Central Government.Together State and Central governments are answerable to all the citizens.
5.Federalism is practised in India by the creation of linguistic states,language policy and centre-state disparities.

The power sharing arrangement between the Union and the State given in the Constitution of India clearly distributes between the two. Some of the powers of the State governments have been further transferred to the Panchayats . It means India exercises distribution of power at different levels.
