We know the most basic electrical quantities are Voltage, resistance and electricity.

Among them Voltage is most basic as resistance and electricity (Current) depends upon voltage but voltage doesn't depend on these factors. It depends upon potential difference and it happens beacuse of charge particle i.e. electron.

So we can say Most basic electrical quantities are these three. There are others like capacitors , inductors but these are not basic quantities.
