Though Dominican Republic (La Republica Dominicana) is also not far behind.

According to statista.com Cuba ha 11.39 million Spanish speakers in the country, whereas Dominican Republic has 10.11 million Spanish speakers in their country.

However Costa Rica and Puerto Rico are much far behind with 5.02 million Spanish speakers in Costa Rica and 4.88 million Spanish speakers in Puerto Rico.
