When several factors affect any (bio)chemical process, Blackman's (1905)Law of limitting factors comes into effect
It states that
'If a chemical process is affected by more than one factor, then the rate will be determined by the factor which is nearest to its minimum value:it is the factor which directly affects the process if its quantity is changed"

Means, tha factor which is present in lesser amt will the rate determinig one.

NCERT based Answer for Class 11 Biology Students

Law of limiting factors:

 Postulated by F. F. Blackman.

 If a chemical process is affected by more than one factor, then its rate will be determined by the factor which is nearest to its minimal value i.e., the factor which is most limiting.

 For example, if CO2 is available in plenty but light is limiting due to cloudy weather, the rate of photosynthesis under such a situation will be controlled by light.
