Answer:

Since, in chlorate ion (ClO3-) two “pi” bonds are distributed over three Cl-O bonds due to “resonance” hence “pi” character of Cl-O bond is 2/3. So, Cl-O bond order in chlorate ion is 1 + (2/3) = 5/3.
