First of all it's not build up area, it's built up area.
Built up Area is the total ground area ( i.e the plot ) used for construction including Lobby, Balcony, Verandah, Spaces in front, Back and side of the building.
This can be clearly explained with term called Floor Space Index
FSI=( Total area of all the floors in the building) /(Built up Area)
