Capacitance (C) of a capacitor: C = Q/V, where Q is the amount of charge stored on each plate (Q) and V is the voltage of the battery
For doubling the charge, you will need to increase the area of plates so that it holds more charge.
Thus charge does not decides capacitance.
Capacitance decides how much charge a capacitor can hold.
So, you can not double the capacitance by giving double charge. This extra charge will get wasted.
