What is the cause for refraction?

Refraction of light is said to happen when a light ray bends from one medium to another.
The light ray bends because there is variation in the speed of light in different medium or,
The refractive index is different in different mediums.

Refraction is caused when a wave passes from a denser medium to a rarer medium or vise versa.
This refraction is helpful in correcting the defects in eye.
The reason is that the wavelength of the wave changes when it enters from one medium to another.
