there is not a exact reason for causes of refraction
but HERE IS YOUR ANSWER
Refraction is due to the change in the speed of light while entering a different medium.
For example if light is going from air to water , it's speed decreases so it bends towards the normal .
Rarer to Denser is away from the normal .
