the central idea is selfishness. instead of the goat herd giving his goats more than enough food to survive, he just gives them exactly what they need and nothing more. to make matters worse, he wants to add in wild goats, cage them and leave them to starve and yet these wild goats are used to loitering around and hunting for themselves what to eat. the goatherd robs the wild goats the privilege to move around find food for themselves and selfishly wants to keep them in an enclosure which later drives them out.
