On either side of the Deccan Plateau are mountain ranges: the Western Ghats and the Eastern Ghats. Because of the mountains, the Deccan Plateau doesn't get much rain and so the rivers often dry up in summer. Every year in India the monsoon winds blow, bringing rain to hot, dry land.
