Arctic
The Arctic is an area that encompasses the North Pole of the world and extends into several countries including Alaska, Canada, Greenland, Iceland, Norway, Finland, Sweden, and Russia. Despite the cold climate, there tends to be very little precipitation, even in the form of snow which tends to fall less than 20 in annually.

I think it's Antarctica. Because no plants grow in that area, and it is also the coldest place in the world. It is a desert too, as no plants grow in that region and it is barren throughout the year.
