Stars are very distant from earths surface and thus are a point object. When star light reaches earths atmosphere it undergoes refraction several times due to presence of different atmospheric layers having varying optical density, and finally when it reaches peoples eyes he/she sees a virtual object of star. Again light rays will come and person would see a real image the process would continue and person would sometimes see a real image and sometimes a virtual image. Now, real image is brighter than virtual image due to which person would sometimes see a bright image and sometimes a dull image. Due to which the star would appear to the persons tobe twinkling.
