Polished rice and maida are not unhealthy, nor do they cause side effects.
What you will be missing is some nutritive elements (vitamins, etc.) if you eat white rice (polished rice). This is not 'dangerous' as one derives such elements from other sources if one has a well-rounded balanced diet with vegetables, fruits, etc. Red (unpolished) rice is another health fad, not that there are any side effects from eating white rice.
"Polished wheat"??? Never heard of that. You must be referring to bleached flour (maida). Whole wheat flour (atta) contains some amount of roughage, which one gets from other sources such as vegetables and fruits.
