it states that :

the electrostatic force of interaction between two electric charges q1 and q2 seperated by a distance r , is directly proportional to the product of the charges and inversely proportional to the square of the distance between between them.

F is directly proportional to q1q2

and F inversely proportional to r ^2

then ,

f =   \frac{kq1q2}{r {}^{2} }

where k = 1/(4π epsilon not )
