Degree 0 is a Constant Polynomial
you can write 0 as: 0*x ^0, where 0 is the constant coefficient. Interestingly, if we insist on the highest coeficient THAT IS NOT NULL, we can not allow "0" as a polynomial of ANY degree. 3.14 * x^0, which certainly IS a polynomial of degree zero. So in this case, it makes sense to make an exception for THAT IS NOT NULL.
