Let θ be the angle of incidence and ϕ the angle of refraction. When the ray passes from denser to rarer medium, the deviation is δ = ϕ − θ. If θ = C then ϕ = π/2 and deviation δ = π/2 − C. This is the maximum deviation.

A light ray deviate in refraction. This is so because of the change in the speed of light ray while travelling fron one medium to another. Answer light rays deviate when they come in contact with optically denser medium because the speed of the light changes.
