What is the difference b/w the federal form of government and unitory one?

in a Federal government the states are not subordinates of the central government and the state can make their own law on their own but in the unitary government states are the subordinates of the central government and they cannot make laws on the road and the central government can pass any law without discussing with the state in all the matters
