the diference is of significant figures. but both must be some measurement

eg

4.0m means the observer has tried to measure distance upto first place of decimal only here one is in doubt that may be the value at second or third place is something non zero.

BUT

4.000m gives the message that observer has tried to measure upto third place of decimal here we can be in doubt that may be value at fourth place can be something non zero.

SO

both measurements have uncertainty but measurement second has less uncertainty OR more significant figures OR more precision.
