Well just that the cargo on a passenger ship is….people!. Living, breathing people who need the most care in handling or else the cargo can get out of control!
All ships are designed with the cargo in mind, so a tanker is designed to carry liquids in bulk etc. In the same way, a passenger vessel is designed to carry people. Unlike non living cargo or livestock, people need to be handled with utmost care and provided with some comfort because they are…people! So depending on the paying power of the cargo, er passengers, they can be put up in very luxurious cabins and provided with other material comforts and recreational facilities.
Now in a normal cargo vessel, the accommodation is required for the crew only and it is therefore very small and functional. In case of passenger vessels, accommodation for creating is larger than in cargo vessel because there is much more crew. In addition, there is accommodation for passengers as well as recreational facilities for them. These may have shops, rides, theaters, pools etc depending on the vessel.
No such fancy stuff on a cargo vessel.

Cargo ships can carry at least 12 passengers and 18 crew members while passenger ships carries somewhere around 200 crew members 13-3000 passengers. I mean it is called a passenger ship for a reason lol. Cargo ships generally carry large containers but passenger ships carry, well, people.
