In a unitary form of government the national government has all the powers.
Any constitutional power given to the states or region of the country is dependent on the National government which can withdraw them at any time.
SriLaka is one such example. In the federal form of government like in India, the powers are divided between the central government and state governments.
Both levels have their areas of jurisdiction. In a unitary system, the state government does not have power f its own for which it is not answerable to the Central Government.
Center government cannot order the State government to do something for which the state has the power.
