        The Basic Difference between Plasma Membrane (Cell membrane) and Cell Wall is that Plasma Membrane is living and is composed of bi-phospholipid layer but in contrary Cell wall is non living and composed of Roughage.

Another difference is that Plasma membrane is selectively  permeable in nature but Cell wall is permeable in nature.

Cell Wall is present in plants only to give definite shape to the plant cell but Plasma membrane is found in both Plants and animals.
