A right circular cone is the cone in which the altitude or height is exactly perpendicular to the Radius or the circle. Whereas a cone is a 3D figure with one surface curved and a base surface as a circle. A cone may be right circular or may not.

a right circular cone is when the vertex is just above the center of base.which means that the line joining the vertex and central point of base it's perpendicular to the radius (or to be more precise the circular plane).
whereas a cone can have a vertex anywhere it doesn't matter.
