only know one method for that. Touch an end of one rod (call it rod A) to the midpoint of the other rod (rod B) and try if you can feel the attraction. If you can, rod A is a magnet, otherwise it’s rod B.

The point is, the ends of the magnet will attract any piece of the ferromagnetic bodies, but the center point of the magnet will not attract.

If you touched the ends of the rods, they would attract each other no matter which one of them is a permanent magnet.

This is the only method I know of that is possible with the items you gave in the question (two rods, you did not mention anything else). Other methods require additional items, such as the compass or a known magnet or a thread (or hair), that cannot be derived from the problem description.
