What is the difference between an accelerating car and retarding car?

Accelerating car = increasing rate of velocity 
Retarding car     = decreasing rate of velocity ( breaks applied )

Retardation is also an acceleration which acts in the opposite vector direction of speed.
So, the only difference in between them is the vector direction and the sign of their magnitude (negative for retarding body).
