Council of ministers: It includes every ministers of the central government
Cabinet: Only important ministers will make the cabinet
For ex: In present BJP government, Modi, rajnath,jaitley, sushma, nadda, gadkari make cabinet. They are the informal policy and decision making body.
But council of ministers will include VK singh, Uma bharati, pon. radhakrishnan and every ministers of the government.The Council of Ministers of the Republic of India is the collective decision-making body of the Government of India, consisting of a group of ministers headed by the Prime Minister.
There are three categories of ministers, in descending order of rank:
Union Cabinet Minister: senior minister in-charge of a ministry.Minister of State (Independent Charges): with no overseeing union cabinet minister for that portfolioMinister of State (MoS): junior minister reporting to a cabinet minister, usually tasked with a specific responsibility in that ministry.The Cabinet of India, also known as the Union Cabinet, is the collective decision-making body of the Government of India, consists of the Prime Minister and the cabinet ministers. The Cabinet is the ultimate decision-making body of the government.
Hence we could say that the cabinet is a subset of the council of ministers.
All the members of the council of ministers will have to be a member of either houses of the parliament or will have to be elected within six months of taking over office.
The alliance or the party with the majority in the lower house recommends the names of the prime minister elect and his council of ministers to the president who then ratifies it and makes the appointment by delivering the oath of office and oath of secrecy.
